SYRINGE REPLACEMENT PROGRAM
Currently, the SRP operates two sites, one in the city of Ventura and one in the city of Santa Paula (two of the three largest population areas in the County). Each year SRP serves more than 850 client visits, and it is free to all clients regardless of ability to pay.
Intravenous Drug Use (IVDU) ranks second in known cause of HIV infection (first is Men Who Have Sex With Men (MSM)) accounting for estimated 12% of all HIV infections in Ventura County.
Alarmingly, recently 86% of HIV diagnosed had progressed to full-blown AIDS at the SAME time of HIV diagnosis, well above the national average, indicating a need for early intervention with testing and education. Hepatitis B and hepatitis C are a serious threat in the County as well. Nearly one-in-three of homeless people in Ventura County tested positive for the hepatitis C virus; more than one-in-ten of current SRP clients identify as homeless IVDU.

An operating protocol was established at the onset of the SRP program and includes anonymous demographic information upon intake. Volunteer staff are certified HIV antibody test counselors by the California Office of AIDS. Volunteers are also trained in protocols for handling and disposal of needles, including avoiding and managing accidental needle sticks. Prevention and consumer educational medical materials are provided to clients as well. HIV testing and mental health counseling are offered through VCRA including referrals to addiction treatment and support/recovery groups. All services are provided regardless of client's ability to pay.
